While Perenelle had always loved her ex-husband (up until the end, that is), it's questionable whether Victor felt the same. With his high ranking Ministry position, it was difficult to say whether he cared more about work or the woman he had at home. He met Perenelle while shopping at the Magical Menagerie, and they were married soon after.
He was an absent father mostly, though he claims he loves his daughters. At some point in their relationship, he began to cheat - a fact that came out after Perenelle gave birth to their youngest, Lyra.
Perenelle has fought to keep Victor far from her daughters, given his poor influence, but he simply does not want to give that side of his life up... for whatever reason.

Truthfully, Perenelle wasn't looking for love - and in truth, she won't find it here. This character is just as sly as her ex-husband, though his charm far surpasses his. There's something about him that Nelle can't stay away from once they meet, and their relationship forms rather quickly.
Of course, she doesn't realize that he's using her, and that he does this sort of thing a lot.
Perenelle will force things to be serious, eventually meeting his mom... and, eventually, learning that she cares more about his mother than she does him. Once it comes out that he's unfaithful and uncommitted to her in the same way, Perenelle will end up hooking up with his mom as a form of revenge... which will turn into something far more fulfilling that she ever realized possible.
